Bylaws
ARTICLE 1 - NAME: The name of the organization shall be Peoria Area Retired Teachers Association (PARTA) - Peoria area Unit of the Illinois Retired Teachers Association (IRTA).
ARTICLE II - PURPOSE: The purpose of the Association shall be:
A. To promote the social, professional and economic status of the retired teachers.
B. To work in cooperation with the American Association of Retired persons (AARP) - National Retired Teachers Association (NRTA) Division, Illinois Retired Teachers Association and other organized groups in matters pertaining to the interests of retired teachers and educational advancement.
ARTICLE III - MEMBERSHIP: Membership in the Association shall consist of three classifications: active membership, associate membership and pre-retirement membership.
A. Active membership - Any former teacher, administrator, nurse, librarian, secretary of public or private schools or colleges, or spouse of a deceased member shall be eligible for active membership.
B. Associate membership - Any person interested in education shall be eligible for associate membership without the right to vote or hold office.
C. Pre-retirement membership - Any teacher, administrator, nurse, librarian, secretary of public or private schools or colleges who anticipates retirement in the next five years may request membership in the association.
ARTICLE IV - OFFICERS AND COMMITTEES:
A. The officers of the Association shall be President, First Vice-President, Second Vice-President, Recording Secretary, Corresponding Secretary and Treasurer. The officers shall be elected for a two year term which begins January 1 each odd numbered year.
B. The Board of Directors shall consist of the six elected officers in Section A and the Chairpersons of the Standing Committees. No member may hold more than 3 positions, that is, officer and /or chair person. If a member holds more than one position, that person may only cast one vote at the Board of Director’s meetings. If there are co-chairpersons for a committee, they may only cast one vote.
C. The Board of Directors shall fill vacancies in all Association offices except President. A Presidential vacancy shall be filled by the elected officers by “Order of Succession.” If no officer accepts, then the Board of Directors shall nominate a candidate to be elected by the General Membership at a general membership meeting.
D. The President shall appoint a Parliamentarian for the Association.
E. The Standing Committees of the Association shall include: Advisory, Attendance and Reservation, Audit and Budget, Bylaws, Cashiers, Community Participation, Greeters and Identification Badges, Health and Informational Services, History and Archives, Insurance, Invocation, Legislation, Membership, Nomination, Retirement Education, Program, Public Relations, Publications, Foundation Services, Finance, and Scholarship.
F. Ad hoc committees may be appointed by the President or Executive Committee for the performance of special responsibilities.
G. The Chair of all Committees shall be appointed by the President-elect subject to the Executive Board approval.
H. The President shall be an ex-officio member of all committees except the Nominating Committee.
ARTICLE V - GOVERNANCE: The Peoria Area Retired Teachers Association shall be governed by its Bylaws which shall in no way conflict with the Constitution and Bylaws or the Illinois Retired Teachers Association.
A. The Executive Board shall consist of the Officers and Immediate Past President.
B. The Board of Directors shall consist of the Officers, Immediate Past President and the Chair of the Standing Committees.
ARTICLE VI - OFFICIAL YEAR AND PAYMENT OF DUES:
A. The official year of the Association shall be from January 1 through December 31.
B. The fiscal year for the Association shall be January 1 through December 31.
C. Changes in dues shall be determined by the Board and ratified by the members. The change shall become effective the following January 1.
D. Dues for the ensuing year shall be collectible July 1, through the December meeting if the member's name is to be in the Yearbook.
ARTICLE VII - MEETINGS:
A. Meetings shall be held monthly from February through December with the exception of July and August.
B. All meetings shall be held on the first Monday of the month except September, which shall be the second Monday.
C. There shall be a minimum of four meeting of the Board of Directors per calendar year. The day, time, and place of each meeting shall be determined by the President.
ARTICLE VIII - ELECTIONS:
A. At the September meeting the Nominating Committee shall present a slate of candidates for the offices to be filled for the ensuing biennium.
B. At the October meeting the election of the officers for the ensuing biennium shall be conducted. Elected officers then can begin the task of filling positions on the Board and for various committees.
C. At the December meeting the incoming officers shall be installed and shall assume office on the following January 1.
ARTICLE IX - QUORUM:
A. A majority of the Executive Board shall constitute a quorum at the Executive Board meetings.
B. A majority of the Board of Directors of the officers and chairpersons allowed to cast one vote, in accordance with Article IV: Section B, shall constitute a quorum at the Board of Directors meetings.
C. Ten percent of the membership of the Association shall constitute a quorum for a Meeting of the Association to conduct business. The membership count for a quorum determination shall only include members who are residents of the state of Illinois.
ARTICLE X - RULES OF ORDER: Robert's Rules of Order, latest revision, shall be the authority on all rules of procedure not otherwise provided for in the Bylaws.
ARTICLE XI - AMENDMENTS:
A. A proposed amendment shall be submitted in writing by any member to the Board of Directors, who shall consider it by discussion and vote.
B. Upon approval by the Board of Directors, the proposed amendment shall be presented to the general membership.
C. The proposed amendment must be ratified by a majority of the members present at any regularly scheduled General Membership meeting.
POLICIES
1. Only IRTA and TRS will be invited to discuss insurance with members at PARTA meetings.
2. A membership file is to be maintained by the Membership Committee.
3. Dues must be paid on or before the PARTA December meeting if the member's name is to appear in the next yearbook.
4. Newly retired teachers paying dues in June will be credited for the remainder of the current year plus the following year.
5. PARTA is not to pay dues for disabled members.
6. The treasurer must have the names of guests and program expenditures prior to the meeting in order that the checks are prepared. (Use voucher.)
7. Members attending meetings, but not eating should register at the cashier’s table.
8. Members are not to smoke at the luncheon tables.
9. A member is not allowed to promote personal projects at meetings of PARTA -- this prohibits selling anything for personal gain at PARTA meetings.
10. Permanent identification badges will be made at a nominal fee which is to be paid by the individual members.
11. PARTA History and Archives are stored in the Bradley University Library. Materials may be checked out when approved by the PARTA President.
12. A get-well card is sent to a member who is ill or injured. A sympathy card is sent to a member on the death of a spouse, parent, child, brother, sister or a close member of the household.
13. At the death of a member of PARTA and IRTA or a member whose dues were paid to both within two years prior to his or her death, the Foundation Services Chairperson shall request that the Treasurer send a memorial contribution of $10 to the Chairperson of the IRTA Foundation Services. If the member belongs only to PARTA or has paid dues to PARTA within two years prior to his or her death, the Treasurer shall deposit a $10 memorial in the PARTA Life Fund. A note should be sent to the family by the Foundation Services Chairperson notifying them of the memorial.
14. PARTA annual dues shall be eight ($10.00) per year. Life Membership dues shall be $75.00. (10-7-2001)
15 PARTA, as an organization, shall not contribute to the local philanthropic organizations, for many members personally contribute to them. (1-9-95)
16. Monies generated from yearbook advertising shall be divided evenly between the scholarship fund and the treasury. (1-21-2003)
17. The yearbook shall be printed only in the odd year with an addendum of changes provided in the even year. (1-21-2003)
18. The Treasurer shall establish a Life Membership Fund and a General Operations Fund. All life membership dues shall be deposited into the Life Membership Fund and all other monies received shall be deposited into the General Operations Fund. (3-18-2003)
19. The Life Membership Fund monies shall be invested and accounted for separately from the General Operations Fund. Only the dividends and interest earned may be used for PARTA operational and administrative expenses. However, with a majority PARTA Board approval, needed operational funds may be borrowed from the principle of the Life Membership Fund with the understanding that such transfers should be eventually returned.
